2.1-pre4 fails to send ICP packets

Maybe I'm on drugs, but I just upgraded a squid from 2.0.pre1 to
2.1.pre4 and now looking at the peer statitics it appears not to be
sending ICP packets to peers?

Anyone confirm/deny this?
